The Human Resources Department is responsible for hiring the most qualified, highly trained individuals for positions on the staff. The department assures that the City is an equal opportunity employer that does not discriminate on the basis of gender, race, religion or disability. Because the City is committed to hiring safe and competent employees, the division requires applicants for positions to submit to drug screening as a condition of employment.

The Human Resources Director for the City of Bushnell is Kelly Marcoux, who has held this current position since 2003 and has been an employee of the City of Bushnell since 1996. Ms. Marcoux is also responsible for Risk Management within the City of Bushnell. Risk Management is responsible for identifying and reducing the City’s exposure to financial loss by ensuring that the City is in compliance with the Federal and State Occupational and Health Administration (OSHA) standards, the Environmental Protection Agency and the Department of Environmental Regulation codes as they relate to safety in the workplace, and the overall operations of the City. In addition, this division is responsible for reviewing and maintaining adequate insurance coverage against accidental or unforeseen circumstances; processing insurance claims and assisting our insurance carriers in investigating these claims.

CODE OF ORDINANCES

An Ordinance is an official legislative action which establishes "a regulation of a general and permanent nature and enforceable as a local law."

The complete set of Ordinances is commonly referred to as the municipal code. As individual ordinances are adopted, each may be integrated into the body of existing ordinances, producing a body of laws not unlike the state statutes, albeit of much less volume.

The Finances of the City of Bushnell are managed by the Finance Director Jody Young. The Finance Department provides financial management, leadership, oversight, reporting, and additional financial services for the City's organization.   The department collects and records revenues and expenditures; coordinates and monitors the City's operating and capital budgets; monitors the activity of the cash, investments, retirement plans, and other restricted accounts; as well as records and monitors all fixed assets. The accounting of the City of Bushnell undergoes an annual financial audit conducted by a third party accounting firm to ensure appropriate and proper financial internal controls and procedures.

The Governmental Finance Officer's Association (GFOA) has awarded the City the 2014 national award which recognizes excellence in financial reporting to state and local governments who have met their application criteria.
